Silgh Engineering is seeking an experienced and proactive HSE Representative to promote a strong health, safety, and environmental culture across its projects and field operations. Role Overview The HSE Representative will monitor and promote compliance with health, safety, and environmental requirements across project and field activities. The successful candidate will work closely with project managers, engineers, supervisors, contractors, employees, clients, and other stakeholders to identify hazards, implement preventive measures, monitor site conditions, investigate incidents, and promote continuous improvement in HSE performance. The role requires a visible and proactive safety professional who can communicate effectively, influence safe behaviours, and respond decisively to potential HSE risks. Key Responsibilities 1. HSE Leadership & Site Compliance Promote and maintain a strong health, safety, and environmental culture across project and field operations. Implement company and project-specific HSE policies, procedures, plans, and requirements. Monitor compliance with applicable Ghanaian legislation, regulatory requirements, client standards, and industry best practices. Conduct regular site inspections and identify unsafe conditions, unsafe acts, environmental risks, and potential hazards. Take prompt action to address HSE concerns and escalate significant risks to management. Support project teams in maintaining safe and compliant working environments. 2. Risk Assessment & Hazard Management Identify hazards associated with project, construction, engineering, maintenance, and field activities. Participate in Job Safety Analysis (JSA), Job Hazard Analysis (JHA), risk assessments, and method-statement reviews. Recommend practical control measures to eliminate or reduce identified risks. Monitor the effectiveness of implemented controls and recommend improvements where necessary. Ensure employees and contractors understand applicable hazards, controls, and safe working procedures. Promote a proactive approach to hazard identification and risk prevention. 3. Site Inspections & Safety Monitoring Conduct routine and scheduled HSE inspections across project and operational areas. Monitor compliance with personal protective equipment requirements, safe work procedures, housekeeping standards, access controls, and site rules. Identify deficiencies and work with responsible personnel to implement corrective actions. Track outstanding HSE actions through to completion. Maintain accurate inspection records and provide regular reports on site HSE performance. Stop or recommend suspension of activities where serious and immediate risks exist. 4. Incident Reporting & Investigation Respond promptly to accidents, incidents, near misses, unsafe conditions, and environmental events. Support or lead investigations in accordance with company procedures. Collect evidence, interview relevant personnel, identify contributing factors, and document findings. Develop and track corrective and preventive actions. Monitor the implementation of recommendations and verify their effectiveness. Identify recurring trends and recommend measures to prevent similar incidents. 5. Training, Induction & Safety Awareness Conduct or coordinate HSE inductions for employees, contractors, visitors, and other site personnel. Deliver toolbox talks, safety briefings, awareness sessions, and targeted HSE training. Promote safe work practices and reinforce key HSE requirements. Identify training needs and support the development of appropriate HSE training programmes. Maintain accurate records of inductions, training, attendance, and competency activities. Encourage employees to report hazards, near misses, and unsafe conditions without fear of reprisal. 6. Emergency Preparedness & Response Support the development, implementation, and testing of emergency response plans. Participate in emergency drills and assess the effectiveness of response procedures. Ensure emergency equipment, first-aid resources, fire protection systems, signage, and emergency routes remain accessible and appropriately maintained. Support effective response to emergencies, incidents, injuries, fires, spills, and other critical events. Identify lessons learned from drills and incidents and recommend improvements. 7. Environmental Management Monitor project activities for compliance with environmental requirements. Identify potential environmental risks associated with waste, chemicals, fuel, emissions, spills, noise, and other site activities. Promote appropriate waste segregation, handling, storage, and disposal practices. Support spill-prevention and environmental-emergency preparedness. Report environmental incidents and support appropriate corrective actions. Encourage environmentally responsible practices across project operations. 8. Contractor & Stakeholder HSE Management Monitor contractor and subcontractor compliance with project HSE requirements. Participate in contractor HSE assessments, meetings, inspections, and performance reviews. Ensure contractors understand site-specific HSE requirements before commencing work. Work with project teams to address contractor HSE deficiencies. Engage clients, regulators, suppliers, and other stakeholders on HSE matters where required. Maintain professional relationships while consistently enforcing safety standards. 9. HSE Reporting & Documentation Prepare daily, weekly, monthly, and project-specific HSE reports as required. Maintain accurate records of inspections, incidents, near misses, training, toolbox meetings, audits, risk assessments, and corrective actions. Monitor HSE performance indicators and identify trends requiring management attention. Support internal and external HSE audits and inspections. Maintain organized HSE documentation and ensure records remain current and accessible. 10. Continuous Improvement Identify opportunities to strengthen HSE systems, processes, and field practices. Monitor industry developments and emerging HSE practices relevant to Silgh Engineering’s operations. Share lessons learned and successful safety practices across project teams. Support initiatives that improve safety performance, environmental responsibility, and employee wellbeing. Promote a culture of continuous improvement and personal accountability. Qualification Required & Experience Education Bachelor’s degree or HND in Occupational Health and Safety, Environmental Science, Engineering, Safety Management, or a related discipline. Relevant professional HSE qualifications or certifications will be an advantage. Certifications such as NEBOSH, IOSH, OSHA, ISO 45001, ISO 14001, or equivalent recognized HSE credentials will be advantageous. Professional Experience 7–10 years of relevant professional experience in HSE, occupational health and safety, environmental management, engineering, construction, energy, or oil and gas operations. Demonstrated experience implementing HSE systems and monitoring safety performance on projects or operational sites. Practical experience conducting risk assessments, inspections, audits, incident investigations, and safety training. Experience working with contractors, subcontractors, project teams, clients, and regulatory stakeholders. Experience in oil and gas, engineering, construction, industrial, or other safety-critical environments will be an advantage. Professional & Technical Competencies The successful candidate should demonstrate: Strong knowledge of occupational health, safety, and environmental management principles. Good understanding of HSE legislation, regulatory requirements, and industry standards applicable in Ghana. Strong knowledge of hazard identification, risk assessment, and control measures. Practical experience with incident investigation and corrective-action management. Knowledge of emergency preparedness and response procedures. Understanding of environmental-risk management and pollution-prevention practices. Ability to conduct effective site inspections, audits, toolbox talks, and safety briefings. Strong HSE documentation, reporting, and record-management capabilities. Ability to interpret and implement HSE policies, procedures, risk assessments, and method statements. General Working Conditions Full-Time: Provide dedicated HSE support across assigned projects and operations.
