Advertisement of Vacancies (Non – Teaching) – Accountants | Senior Accountants | Deputy Director of Finance The University of Technology and Applied Sciences (UTAS) invites applications from suitably qualified persons to fill the following non-teaching vacancies: 1. ACCOUNTANTS Key Responsibilities Prepare and maintain accurate financial records, accounts, schedules, and supporting documentation of the University. Assist in the preparation of monthly, quarterly, and annual financial statements and reports in accordance with applicable accounting standards and public financial management requirements. Process and review financial transactions, including payments, receipts, journals, reconciliations, and adjustments. Monitor expenditure and revenue transactions to ensure compliance with approved budgets, financial policies, and applicable laws and regulations. Prepare bank, ledger, payroll, receivables, payables, and other financial reconciliations and resolve identified discrepancies. Assist in the preparation and monitoring of the University’s annual budget and provide financial information to Management, Faculties, Schools, Directorates, Departments, and Units. Support the preparation of statutory financial reports and returns for relevant regulatory and oversight bodies. Maintain proper accounting records and ensure safe custody and accessibility of financial documents in accordance with the University’s records management requirements. Assist with internal and external audit assignments, provide requested information and documentation, and follow up on audit observations and recommendations. Provide financial and accounting advice to Faculties, Schools, Directorates, Departments, and Units of the University. Assist in the implementation and maintenance of effective financial controls and accounting procedures. Perform any other duties assigned by the Director of Finance or Vice Chancellor or Governing Council. Qualifications Must have been appointed an Accountant or to an equivalent accounting position in an accredited university or analogous institution and served satisfactorily for at least one (1) year on that rank. OR Must have been appointed an Assistant Accountant or to an equivalent accounting position in an accredited university or analogous institution and served satisfactorily for at least two (2) years on that grade, and met the minimum requirements for appointment or promotion to Accountant. OR Must hold an MPhil, a two-year research Master’s degree, or an equivalent qualification in Accounting, Finance, Accounting and Finance, or a related discipline, together with at least six (6) years of relevant post-qualification experience in accounting and financial management in a university or analogous public institution. Must be a member in good standing of a recognised professional accountancy body, such as the Institute of Chartered Accountants, Ghana (ICAG), Association of Chartered Certified Accountants (ACCA), Chartered Institute of Management Accountants (CIMA), Certified Public Accountants (CPA), or an equivalent recognised professional accountancy body Must demonstrate sound knowledge of public sector accounting, financial reporting, budgeting, taxation, and applicable financial management laws and regulations. Knowledge of International Public Sector Accounting Standards (IPSAS), International Financial Reporting Standards (IFRS), and the Public Financial Management Act, 2016 (Act 921), and its Regulations will be required. Must demonstrate good analytical, financial management, and problem-solving skills. Must be computer literate and have proficiency in accounting and financial management softwares. 2. SENIOR ACCOUNTANTS Key Responsibilities Assist the Director of Finance in the effective management and coordination of the University’s accounting and financial operations. Supervise and coordinate the preparation of financial statements, management accounts, financial schedules, and statutory financial reports. Review accounting transactions, reconciliations, journals, payment documents, and financial records to ensure accuracy, completeness, and compliance with approved procedures. Monitor the University’s revenue and expenditure and provide financial analysis and advice to Management. Coordinate the preparation, implementation, and monitoring of the University’s annual budget and provide periodic budget performance reports. Supervise the preparation of bank, ledger, payroll, receivables, payables, and other financial reconciliations and ensure timely resolution of discrepancies. Provide technical accounting and financial management advice to Faculties, Schools, Directorates, Departments, and Units of the University. Coordinate the preparation of financial information and reports required by Management, the Governing Council, statutory bodies, auditors, and other authorised stakeholders. Liaise with internal and external auditors and coordinate the provision of information and supporting documents required for audit assignments. Monitor the implementation of financial controls and recommend improvements to accounting systems, procedures, and processes. Supervise, guide, and support the professional development of accounting staff under the officer’s supervision. Ensure compliance with applicable public financial management laws, accounting standards, University financial policies, and other relevant statutory requirements. Assist in the implementation and effective use of the University’s accounting and financial management systems. Perform any other duties assigned by the Director of Finance or Vice Chancellor or Governing Council. Qualifications Must have been appointed a Senior Accountant or to an equivalent senior accounting position in an accredited university or analogous institution and served satisfactorily for at least one (1) years on that rank. OR Must have been appointed an Accountant in an accredited university or analogous institution and served satisfactorily for at least four (4) years on that grade, and met the minimum requirements for promotion to Senior Accountant. OR Must hold an MPhil, a two-year research Master’s degree, or an equivalent qualification in Accounting, Finance, Accounting and Finance, or a related discipline, together with at least Eight (8) years of relevant post-qualification experience in public sector accounting and financial management. Must be a full member in good standing of a recognised professional accountancy body, such as the Institute of Chartered Accountants, Ghana (ICAG), Association of Chartered Certified Accountants (ACCA), Chartered Institute of Management Accountants (CIMA), Certified Public Accountants (CPA), or an equivalent recognised professional accountancy body Must demonstrate extensive knowledge of public sector accounting, financial reporting, budgeting, taxation, financial controls, and public financial management. Must demonstrate sound knowledge of IPSAS, IFRS, the Public Financial Management Act, 2016 (Act 921), the Public Financial Management Regulations, 2019 (L.I. 2378), and other applicable financial management laws and regulations. Must demonstrate strong supervisory, analytical, leadership, and financial management skills. Must be computer literate and proficient in accounting and financial management softwares. 3. DEPUTY DIRECTOR OF FINANCE Key Responsibilities Assist the Director of Finance in providing strategic leadership and direction for the financial management and accounting functions of the University. Oversee and coordinate the day-to-day operations of the Finance Directorate and provide technical guidance to accounting and finance staff. Assist in the preparation, implementation, monitoring, and review of the University’s annual budget and medium-term financial plans. Supervise the preparation of monthly, quarterly, and annual financial statements, management accounts, financial reports, and statutory returns. Review financial transactions, accounting records, reconciliations, payment documents, journals, and other financial schedules to ensure accuracy and compliance with approved procedures. Monitor the University’s revenue collection, expenditure, cash flow, investments, receivables, payables, and other financial activities. Provide financial advice to Management, Faculties, Schools, Directorates, Departments, and Units of the University on budgeting, expenditure management, financial controls, and other financial matters. Assist the Director of Finance in ensuring compliance with applicable public financial management laws, accounting standards, University financial policies, and directives of relevant regulatory bodies. Coordinate and supervise the preparation of financial information and reports for the Governing Council, Management, auditors, government agencies, and other authorised stakeholders. Liaise with internal and external auditors and coordinate responses to audit queries, findings, and recommendations. Review and strengthen the University’s internal financial control systems and recommend measures to improve financial accountability and operational efficiency. Supervise, mentor, and support the professional development of staff within the Finance Directorate. Assist in the implementation, monitoring, and improvement of the University’s accounting and financial management systems. Represent the Finance Directorate at meetings, committees, and other official engagements as assigned. Perform any other duties assigned by the Director of Finance or Vice Chancellor or Governing Council. Qualifications Must have been appointed a Deputy Director of Finance or to an equivalent senior finance position in an accredited university or analogous institution and served satisfactorily for at least one (1) year on that rank. OR Must have been appointed a Senior Accountant or to an equivalent senior accounting/finance position in an accredited university or analogous institution and served satisfactorily for at least four (4) years on that grade, and met the minimum requirements for promotion to Deputy Director of Finance. OR Must hold an MPhil, a two-year research Master’s degree, or an equivalent qualification in Accounting, Finance, Accounting and Finance, Business Administration, or a related discipline, together with at least ten (10) years of relevant post-qualification experience in accounting, financial management, or public sector finance in a university or analogous public institution. Must be a full member in good standing of a recognised professional accountancy body, such as the Institute of Chartered Accountants, Ghana (ICAG), Association of Chartered Certified Accountants (ACCA), Chartered Institute of Management Accountants (CIMA), Certified Public Accountants (CPA), or an equivalent recognised professional accountancy body. Must demonstrate extensive knowledge of public sector accounting, financial management, budgeting, financial reporting, taxation, internal controls, and public sector financial administration. Must demonstrate sound knowledge of the Public Financial Management Act, 2016 (Act 921), the Public Financial Management Regulations, 2019 (L.I. 2378), applicable accounting standards, including IPSAS and IFRS, and other relevant financial management laws and regulations. Must demonstrate substantial experience in financial planning, budgeting, financial reporting, audit coordination, revenue management, expenditure control, and financial risk management. Must demonstrate strong leadership, supervisory, analytical, decision-making, and financial management skills. Must be computer literate and proficient in accounting and financial management software. GENERAL REQUIREMENTS Demonstrate high integrity, professionalism, and ethical conduct. Possess good communication, interpersonal, analytical, and organisational skills. Demonstrate leadership and supervisory competence appropriate to the rank applied for. Be able to work effectively both independently and as part of a team. Have good knowledge of relevant Government policies, financial regulations, accounting standards, and statutory requirements relating to public financial management. Demonstrate proficiency in Microsoft Office applications and accounting or financial management software. Demonstrate the ability to prepare, analyse, and interpret financial reports and other management information.
